Draft Notice

This Code of Conduct is Draft v0.1 for Founder Review and Legal Review. It is Not Attorney Reviewed, Not Board Approved, and Not Published. It is not legal advice and is subject to applicable law and attorney verification.

Purpose

This policy defines proposed conduct standards for PAC public programs, events, volunteer activity, community participation, and public-facing collaboration.

Scope

This policy applies to participants acting in PAC spaces or representing themselves in connection with PAC activities. Separate internal officer, board, volunteer, ethics, and employment rules may impose additional obligations.

Definitions

• Covered activity: A PAC event, volunteer task, public meeting, campaign activity, digital community, or public engagement channel.
• Misconduct: Conduct inconsistent with this policy or related PAC standards.
• Retaliation: Adverse action against a person for raising a good-faith concern.

Policy Statements

The PAC expects honesty, respect, lawful conduct, responsible stewardship, and clear separation between personal views and authorized PAC statements. Participants should avoid conflicts, disclose role limitations, and protect nonpublic information.

Leadership and volunteer participation are privileges that may be conditioned on conduct, trust, and accountability.

Responsibilities

Participants must follow conduct expectations. Leaders and moderators must model appropriate conduct, receive reports, and escalate concerns. The Founder or designated owner approves final enforcement decisions unless another approved process applies.

User Rights and Responsibilities

Participants may report concerns without retaliation. Participants are responsible for cooperating with reviews, preserving relevant information, and respecting confidentiality during review.

Prohibited Conduct

Prohibited conduct includes threats, harassment, intimidation, discriminatory abuse, fraud, misuse of PAC resources, unauthorized statements, retaliation, privacy violations, disruptive behavior, and unlawful activity subject to applicable law and attorney verification.

Review and Enforcement

Possible actions include coaching, warning, removal from an event, suspension of participation, termination of volunteer access, referral to another governance process, or legal consultation.

Corrections or Appeals Process

A participant may request review of a conduct decision by submitting the facts, decision challenged, and requested outcome. Appeals may be limited where safety or legal concerns require immediate action.

Records and Retention

Conduct reports, evidence, decisions, and appeal records should be retained with appropriate access controls.
