This Accessibility Statement is Draft v0.1 for Founder Review and Legal Review. It is Not Attorney Reviewed, Not Board Approved, and Not Published. It is not legal advice and is subject to applicable law and attorney verification.

Purpose

This statement describes Florida Principles PAC's intended public commitment to accessible website design, accessible participation pathways, and responsive handling of accessibility feedback.

Scope

This statement applies to PAC-controlled public website content and public forms. It does not govern third-party platforms, social media websites, payment processors, or government data sources, although the PAC should consider accessibility when selecting public-facing services.

Definitions

• Accessibility: Design and operating practices that support use by people with disabilities.
• Barrier: A technical, design, content, or process issue that prevents or materially limits access.
• Alternative access: A reasonable alternate method for obtaining information or completing a public process when a barrier exists.

Policy Statements

The PAC should design and maintain public website pages with accessibility in mind, including semantic structure, readable text, keyboard navigation, visible focus, responsive layouts, and meaningful link text.

Public documents should be posted in formats that are reasonably accessible when feasible. New public features should be reviewed for accessibility risks before publication.

This draft does not claim compliance with a specific statute or technical standard until attorney and technical verification are complete.

Responsibilities

The website owner is responsible for accessibility review before material releases. Content authors should use clear headings, descriptive links, and accessible document practices. Technical contributors should avoid components that trap focus, hide content from assistive technology, or depend only on color.

User Rights and Responsibilities

Users may report accessibility concerns through the contact page. Reports should include the page, barrier, assistive technology if relevant, and requested alternative access.

Prohibited Conduct

The PAC should not knowingly leave critical public participation barriers unresolved without documented review. Users must not abuse accessibility contact paths for harassment or spam.

Review and Enforcement

Accessibility concerns should be reviewed, prioritized, documented, and corrected where feasible. Critical barriers affecting public participation should be escalated promptly.

Corrections or Appeals Process

If a user believes an accessibility response is incomplete, the user may request additional review through the same contact channel.

Records and Retention

Accessibility reports, reviews, decisions, and remediation records should be retained as public-information governance records.
