Draft Notice
This Comment Policy is Draft v0.1 for Founder Review and Legal Review. It is Not Attorney Reviewed, Not Board Approved, and Not Published. It is not legal advice and is subject to applicable law and attorney verification.
Purpose
This policy establishes proposed rules for public comments if Florida Principles PAC enables commenting on PAC-controlled website pages, forms, events, forums, or social channels.
Scope
This policy applies only where the PAC offers or administers a public comment feature. It does not require the PAC to offer comments and does not govern independent third-party speech outside PAC-administered spaces.
Definitions
- Comment: Text, media, link, reaction, or reply submitted to a PAC-administered public discussion space.
- Commenter: A person or account submitting a comment.
- Moderation action: Review, hiding, removal, restriction, warning, or escalation.
Policy Statements
Comments should contribute to civic discussion, questions, corrections, public feedback, or participation. Comment spaces may be moderated to preserve safety, relevance, accuracy, and respectful engagement.
The PAC may close comments, limit comments to specific topics, or decline to provide comments for certain pages.
Responsibilities
Commenters are responsible for their submissions. Moderators must apply published standards consistently and document material decisions. The policy owner approves comment features before launch.
User Rights and Responsibilities
Commenters may disagree with PAC positions and ask questions, but must remain relevant, lawful, and respectful. Commenters may request review of moderation decisions.
Prohibited Conduct
Prohibited comments include threats, harassment, doxing, spam, malware, impersonation, discriminatory abuse, unlawful content, repeated off-topic disruption, private personal information, and materially false claims presented as fact.
Review and Enforcement
Moderation may include removal, hiding, editing only for formatting when disclosed, warning, comment closure, account restriction, or escalation for legal or safety review.
Corrections or Appeals Process
Appeals should identify the comment, platform, date, moderation action, and reason review is requested.
Records and Retention
Material moderation decisions, appeals, removed comments, and safety-related reports should be retained according to records policy.
